<p style="text-align: justify; "><b>Il contributo analizza il regime giuridico dello Stretto di Hormuz alla luce del diritto internazionale del mare e delle crescenti tensioni geopolitiche nell’area del Golfo Persico. Dopo aver ricostruito l’evoluzione storica della disciplina degli stretti utilizzati per la navigazione internazionale, l’articolo esamina il rapporto tra sovranità degli Stati costieri e libertà di navigazione, con particolare attenzione al regime del “passaggio in transito” previsto dalla Convenzione delle Nazioni Unite sul diritto del mare (UNCLOS).</b></p>
<p style="text-align: justify; "><b>L’analisi si concentra sulle posizioni assunte dagli Stati rivieraschi, soprattutto dall’Iran, che contesta l’applicabilità automatica del regime di transito nello stretto, sostenendo la prevalenza del passaggio inoffensivo. In tale contesto, il contributo approfondisce le implicazioni giuridiche e strategiche derivanti da eventuali limitazioni alla navigazione internazionale in una delle principali rotte energetiche mondiali.</b></p>
<p style="text-align: justify; "><b>L’articolo evidenzia infine come lo Stretto di Hormuz rappresenti oggi non solo un nodo essenziale per il commercio globale di idrocarburi, ma anche uno spazio nel quale si intrecciano sicurezza marittima, competizione geopolitica e stabilità economica internazionale.</b></p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p style="text-align: justify; ">The <b>European Ocean Act</b> aims to strengthen and modernise maritime spatial planning in order to support the implementation of the priorities of the <b><a href="https://ciram.unimc.it/it/site-news/EUROPEANOCEANPACT.pdf" class="internal-link">European Ocean Pact</a></b>, notably through improved cross-sectoral coordination and a reinforced sea-basin approach. It also seeks to enhance the governance of ocean observation.</p>
<p style="text-align: justify; ">In this context, <b>CiRAM</b> contributed to the European public consultation by providing its scientific and legal expertise on maritime governance and maritime spatial planning, with a view to ensuring a coherent and effective implementation of existing European objectives.</p>

<p style="text-align: justify; ">L’Italia rilancia il proprio ruolo nell’Artico con una nuova Strategia nazionale che mette al centro cooperazione internazionale, ricerca scientifica, sviluppo sostenibile e sicurezza. In una regione sempre più decisiva per il clima, le rotte marittime e gli equilibri geopolitici, il Governo punta su un approccio integrato che unisce diplomazia, scienza, industria e difesa.</p>
<p style="text-align: justify; ">La Strategia valorizza il contributo del sistema della ricerca italiana, dalle grandi infrastrutture scientifiche ai centri di eccellenza universitari, chiamati a sostenere una governance artica fondata sulle regole e sul diritto internazionale. In questo quadro si inserisce anche l’<b><a class="external-link" href="http://iclos.uniroma2.it">ICLOS – Italian Centre for the Law of the Sea</a></b>, iniziativa interuniversitaria che riunisce sei atenei (Roma Tor Vergata, Genova, Macerata, Messina, Napoli L’Orientale e Milano Bicocca) e promuove ricerca e formazione sul diritto del mare, sulla pianificazione spaziale marittima e sull’economia blu, con particolare attenzione all’Artico.</p>
<p style="text-align: justify; ">Un segnale chiaro: il futuro dell’Artico non si gioca solo sul ghiaccio e sulla geopolitica, ma anche nei laboratori, nelle università e nei centri di ricerca, dove si costruiscono le competenze scientifiche e giuridiche necessarie per governare una delle regioni più strategiche del pianeta.</p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Il Consiglio dell’UE ha approvato, nelle sue <a class="external-link" href="https://data.consilium.europa.eu/doc/document/ST-15699-2025-INIT/en/pdf">conclusioni</a> del 20 novembre, il <b><a class="external-link" href="http://Council conclusions on the Pact for the Mediterranean – One Sea, One Pact, One Future (20 November 2025) Joint Communication on a new Pact for the Mediterranean">Patto per il Mediterraneo</a></b>, in occasione del 30° anniversario della Dichiarazione di Barcellona. Il Patto conferma il Mediterraneo come priorità strategica per l'UE e mira a rafforzare la cooperazione con i Paesi della sponda sud.</p>
<p>L’obiettivo principale è creare uno <b>Spazio Mediterraneo Comune</b>, attraverso tre pilastri:</p>
<ul>
<li>
<p>persone, innovazione e connessioni</p>
</li>
<li>
<p>economie più forti, sostenibili e integrate</p>
</li>
<li>
<p>sicurezza, gestione delle crisi e migrazione</p>
</li>
</ul>
<p>Il Consiglio sottolinea l’importanza di:</p>
<ul>
<li>
<p>rafforzare l’integrazione economica, il commercio e gli investimenti</p>
</li>
<li>
<p>sviluppare l’economia blu, la cooperazione energetica e la connettività</p>
</li>
<li>
<p>creare occupazione e ridurre le disuguaglianze</p>
</li>
</ul>
<p>Tra le priorità figurano anche:</p>
<ul>
<li>
<p>lotta ai cambiamenti climatici, degrado ambientale e scarsità idrica</p>
</li>
<li>
<p>istruzione, occupazione giovanile e patrimonio culturale</p>
</li>
</ul>
<p>Inoltre, si promuove una maggiore cooperazione su sicurezza, prevenzione dei conflitti e criminalità organizzata, nonché il rispetto di diritti umani, democrazia e Stato di diritto.</p>
<p>In materia migratoria, si sostiene un approccio globale e basato sui diritti per:</p>
<ul>
<li>
<p>prevenire la migrazione irregolare</p>
</li>
<li>
<p>proteggere migranti e rifugiati</p>
</li>
<li>
<p>migliorare rimpatri e riammissioni</p>
</li>
</ul>
<p>Infine, si evidenzia l’importanza della comunicazione strategica per rafforzare la consapevolezza del Patto.</p>]]></content:encoded>
